Bug fix: Tax Calc API for Admitted KY Insurance Tax Rates

We fixed a bug that caused the admitted parameter within the request body of the Tax Calculator API call for Admitted KY Insurance Tax Rates to not be recognized, and resolved an issue of certain fields returning a null value in the admitted version of the response.
